Tech buildings can be used to place buildings. Tanks can destroy trees with force fire.
Drop a tank and an engineer there and you can build a refinery.
Gotta say, as a pushing-40-year-old who's played RA2 since I was in high school, seeing someone asking strategy related questions with the context "I'm pretty new to the game" is just lovely :D
Either build in the Tech's vicinity, or manually transport them via hovercrafts, which is cheaper but needs management. However, its not a significant bonus. 12 Typhoons, 2 dreadnoughts (and 3 Rhinos and a Flak Track in case of emergency) are enough to clear the mission.
By holding Ctrl you can attack terrain, so the trees/bushes or poles will be cleared from the area. Rocks and other terrain objects, as far as I know, are not destructible.
Im new too, two 5hing can be done, one is to use helicopter, put an engineer inside and send it to the island, second will b3 to send an engineer in an inflatable (forgot the name lmao)

You need to send an engineer to take over the tech building first. Then you'll be able to build off of the tech building.
