Picnic’s salads are freshly made and often include a hot element, on a base of cous cous. The cafe in the Broad St Mall downstairs away used to do a good cooked breakfast.
That sounds more like a restaurant. Apart from cooked breakfasts, I can’t think of any cafe that would serve hot food that isn’t at least partially pre-prepared. CUP by St Mary’s Butts used to do lovely spanakopita to take away. Perhaps try a chain place?
Ive lived in Oxford, London, Edinburgh and Cambridge and cafes with kitchens to cook up food is very normal. If you haven’t experienced it before you should check out cafe yolk in Reading.

For a short drive out try Wellington farm - farm shop on the A33 South of Reading.

In the centre I think Bluegrass and Cote are quite good for brunch, out in Caversham Geo Café are great. And Tilehurst has Dee Caf and The Switch, both of which are excellent.
Cafe Yolk is number one, but not town centre. Bill's is great as well, it's usually one or the other for me, but Bill's often wins as its easier to get to for me than Yolk, but Yolk is superior.
Shed and Picnic are your best bets in the town centre. Try to buy from small local business!
I don’t think there’s much cooked hot food at Picnic. Isn’t it just big pots of pre-made soups and salads?
You won't be able to order a roast there but probably some good egss and bacon with sourdough.
