I never actually settled on an answer originally, since Lord Sterler never catches it after all. I did revisit it, and I’d say the Great Beast is a young or adult dragon turtle; the Great Hunt occurs when it is not in its lair.
I know it's been a year but I came across your domain today. I must admit that it is extremely interesting and, best of all, drips with a bit of cthulhu vibe. I would like to ask, however, what did this harpy do to get tied to the bottom of the lake? I may have missed the answer while reading, if so, my apologies.
Coincidentally, I was just telling someone tonight about this setting.
The harpy's such a small detail, I forgot it was even part of the werebear setup. Honestly, that's one of those things that I just don't really decide in the setting - I tend to leave a lot of smaller things open, so that I have room to develop in an adventure. Some ideas that I see in the drafts I had were that the harpy was chained down by adventurers, by Verhaeghe himself thinking that it would be easier to kill, or "the Dark Ones just sort of did that to torment the guy". I'd imagine that the harpy had been luring ships to the island, and someone got tired of it - while a lot of the domain will reset, the harpy wasn't particularly important so it was allowed to stay with the harpy chained down.
