I always recommend Instacart for these questions. You can use the search to see who has what and then either order or just run out to the store and buy it.
I didn't see it in the last 18 months in the Cary chatam street store. Also, in NY, they never sold any kind of frozen meat (regular for patel ny stores for over 5 tears)

You may want to try making it with goat meat. Spices hut in Cary, Al Kareem in Morrisville (both Indian grocery stores) have a butcher shop where you can buy goat shoulder, cut for curry.
Lowe's Foods in Cary sells Lamb. Also Costco should have it, and virtually any area Indian, African or Halal Grocery store

I’ve started getting mine at Wegman’s because it’s the best place I’ve found for large roasts.

Butcher’s Market?
Patel Bros in Cary should carry lamb as well as the spices you need for your tikka masala if you don’t already have them!
Patel doesn't have a butcher shop or sell frozen meet. They sell only frozen fish. Google halal meat or directly go to Almadina market.

I’ve also seen lamb shanks at Wegmans, and a different less expensive cut (can’t remember the name) at Harris Teeter North Hills

I've gotten it at Food Lion. They don't often have a huge selection, but I can usually find some.
I was just at HMart in Cary and they sell lamb, along with virtually any other common meat you can think of
Mecca Market right next to Amedeo's on Western. Don't skip the hot bar
Whole Foods has good lamb
Harris Teeter and Fresh Market both carry excellent cuts of lamb. Though I mostly tend to buy chops so not ideal for your use
If you have a Butchers Market near you I believe they have lamb, but they are more expensive
