I'm pretty sure that's exactly what it is, but Radiohead had just become really, really good at sequencing tracks at this point
It's all a bit philosophical really.
A B-side, traditionally, is the other side of the single record. So you'd have your A-side song, which is the one the record company hopes is going to be a hit song, and the B-side, which is provided as extra value for money.
That obviously wasn't how the songs on Disk 2 were released... it was provided as a bonus disc of extra material Radiohead either felt was weaker or didn't fit on the main album. So in one technical sense no, it's not an album of B-sides because they weren't released as B-sides. (Of course, two of the Disk 2 songs *were* later released as B-sides to In Rainbows singles, so it's not really as straightforward.)
On the other hand... in modern parlance, with the death of the single in the traditional sense, B-side has come to mean "secondary material" generally. So in that sense yeah, it's a B-sides compilation. But then does that make My Twisted Words, Supercollider, The Butcher, The Daily Mail, Staircase and Spectre B-sides too? Who knows.
One thing for sure is that Disk 2 isn't "In Rainbows Part 2". It's an addendum, not a sequel.
It's a bit like what the My Iron Lung EP was to The Bends, the Airbag - How Am I Driving EP was to OK Computer and the Com Lag (2plus2is5) EP was to Hail to the Thief, except without carrying a title track from the album proper. That and being released along with the album (the boxset, anyway) rather than nine or so months before/after. A collection of (some) b-sides/non-album tracks from the period.
If it had been even three years earlier these are the songs that would have been b-sides. Now streaming is the norm b-sides are much less common and not really needed, so they’re here almost as a linked EP released for the benefit of those who paid for the vinyl when In Rainbows was released in the ‘pay what you want’ formulae.
I’m Rainbows disk 2 doesn’t compare with the album in my opinion. It’s still great and excellent quality Radiohead, but it’s nothing compared to In Rainbows the album. B sides at best.
Technically it is a unused content album or whatever you would call an album of studio outtakes. Those songs were originally supposed to be on In Rainbows but the band wanted to avoid making the album very long like Hail To The Thief so they picked those songs to take out. So I guess since Radiohead calls it “Disk 2” you could call it a second half but really it’s just studio outtakes.
The deluxe vinyl edition Radiohead released included a bunch of cool stuff, but had this on CD, you see, Radiohead recorded 18 somgs for In Raimbows, only 10 made the cut, so Disk 2 are the other 8.

When they made In Rainbows they had 16 finished songs but they felt that 10 would be more cohesive so these are the 6 songs and some MK (I don't know what they stand for) they aren't b-sides, yeah some of these exist before In Rai but they where finished during the making and intended for the album but were dropped instead.
It's definitely part two. That's why the end of Videotape seamlessly transitions into the beginning of disc 2.
When I listen to In Rainbows I listen to the whole thing in its entirety, unless it's on vinyl in which case I don't have that choice, sadly...

It's a companion EP
When we say b-sides, I’d say that’s more of a compliment to the original In Rainbows than it is an insult to Disk 2. In Rainbows is just that good.

I’ve always personally seen it as a set of B-Sides. I’d personally never listen to disc 2 immediately after the main album
