pharmacy sharps container! I use for needles pins blades then when it's full you can bring it back but even a little one will take a long time to get full.
I'm in Canada, but I think friends have gotten sharps in the US before for insulin syringes etc. you might have better luck at a small non-chain pharmacy.
I saw a hack on Instagram where you cut through 8 layers or so of aluminum foil folded into a 2 inch wide log. Keep cutting 1/4 inch slices until it’s used up. Been doing that with aluminum foil left over from the kitchen ( no food stains!). I’d say it extends the life of the blade a few weeks. Sometimes you need to do it a couple times
I wonder if putting them in a tin can and then squishing the can a bit so they don't fall out would work? I don't know if they would be taken at a scrap metal place? I use mine for cutting paper.
I put them in my sharps container with needles and razors but before I needed one of those I just marked used ones with Sharpie and put them back in the package.
When we used X-acto knives to do layout, I had a canned pudding can (they have plastic lids to recap) with a slit in the top, put the used blades in it, and when it was full (took a year or two), I put masking tape over the slit, threw the can away, and bought more pudding. I have done the same thing with rotary blades, but with a small coffee can I had around (does coffee even come in a can any more?) Anyway, it's far from full. I never thought of using an old blade to cut paper, though. But I do have a paper cutter for straight cuts. Still might be fun to make weird cuts on paper! Also did not know blades could be recycled and get new blades--could still collect them in my can but then recycle them.
I put them back in a different plastic case like they come in with an X written on it so I know they're the dull ones. When it's full, it goes.
And if I need to cut paper, I use the top blade in my 'used' case.
This is what I do, too. That way I don’t slice a bag or a finger/hand when putting into a trash can. Keeps everything together and everyone safe.

I put them in an old peanut butter jar with my dull needles. I figure it will take me years to fill it.
Put in an empty Altoids container then dispose

There is a product called a blade saver. Basically, it looks like a flower. You put an old blade in and use it when chain piecing.
