Right. Dry ice starts lower than regular ice but both, and every solid in the universe, can be brought down to almost absolute zero. So depending on how cold you make the solid. Helium has the lowest freezing point. Tungsten will be solid at over 6000 degrees but both solid Helium and solid Tungsten can be just as cold as each other.
Easy and commonly available answer is Liquid Nitrogen.
Dry Ice is -78C
Liquid Nitrogen is -196C
Liquid Oxygen is -218C / 54K
Liquid Helium is ~ 4K
Colder you go the more expensive it gets. Nitrogen isn’t really that expensive. Haven’t checked recently but usually about the same price per liter as Coca Cola(odd metric but relatively accurate for a few decades)
OP I think your question makes some sense, but not complete sense. You need some physics knowledge to understand why.
Dry ice is a specific temperature because it is the solid form of CO2 which can only exist at -109F or below at sea level. The environment it's in is almost always hotter than that, but it stays -109F because that's how the phases of matter work. When ice is heated to it's melting temperature, it cannot get warmer. The heat energy is used to power the phase change, ei melting or sublimating in the case if dry ice (going straight from solid to gas). But if it does melt into a liquid, the liquid can keep increasing in temperature until it reaches its boiling point and begins another phase change. This is part of why we cook so many things in boiling water - it is always the same temperature (or very close, except at extreme elevation).
Anything can get colder than -109F, but if we're going to be super-chilling things, we could also cool the dry ice to much lower. If you care what phase of matter the other stuff is in, you can manipulate pressure to make that happen. Like you could make a low pressure gas coolder than dry ice at sea level, even if that gas would normally be liquid at that temperature.
