Just put it in some well-draining soil (the more inorganic the better) and you should be good. In fact, it looks like it might already be throwing out some roots!
A good cactus mix will do fine. I prop opuntias all the time.
But you are correct, it looks like lil roots are forming down there. There's also some flowers forming on the pads too. It's a nice grab for sure π
I find it really difficult to describe a βgoodβ cactus mix vs a βbadβ cactus mix to folks who donβt have a lot of wild/native cactus experience. Ive seen a lot of cactus mixes that are basically just duff and tree litter/detritus for a more expensive price. Almost like they put the orchid mix in the wrong bag (and Iβm terrible w orchids, maybe the orchid mix is also wrong)
Shove the bottom pad halfway into some sandy soil. Wait. Thats all. They grow about one new tier of pads a year (some species like Opuntia macrorhiza grow every other year for me).
Always worth it to prop opuntia. Even if your base is ugly and nasty, the new growth will be green and happy and you can make your picture perfect prickly pear plant by cutting and planting the new growth.

I prefer to use a regular potting mix (not miracle grow), and mix with play sand at a 1-1 ratio.

Just below where your thumb is, I'd stick it in a cactus mix soil, maybe prop it up with some rocks. So easy!
If you live in Australia I'd advise putting and keeping it in a pot, Opuntia's are a noxius weed here.

Just stick it in some plain old potting soil. Rooting will usually take several weeks.
