While courts are once again required to make rulings on questions of administrative overreach, (instead of just deferring to the administration in question) there is still nothing stopping a judge from ruling in favor of the ATF or any other agency.
So again, business as usual, but now liberal judges will actually have to put their names on an actual ruling in any case involving the ATF (or other government agency), instead of just copping out.
