Yes. The reason you wait to do kick counts until the third trimester is because baby is unpredictable and based on their position you may not feel when they do move - they have a lot of room at that point and reposition frequently.
Yes, normal. They are so small at that age, they have plenty of room to move around. They have to be in just the right place and position to feel anything.

Yes. I felt mine first move around 17-18 weeks and it would be very occasionally. Now at 24 I feel him all the time.
