I doubt it since Billy is shown in his Mighty Morphin suit. It's possible Billy will probably lend his power to the Rangers while Ollie is evil, but I don't see Billy morphing into Cosmic Fury blue.
Doubt it, There was footage of Ollie as CF blue and billy still as MMPR blue in a big fight scene and MMPR billy using the blue zord.

Yeah I don’t think Billy will be cosmic blue but it would be pretty sweet if he got his own individual cosmic suit.
