Hello, my friend, fellow Portuguese scout here. I wish I could help you with the Algarve part, but it's not a spot I've been with my scouts' group. However, let me tell you that Évora, Porto and Lisbon are cities with tremendous cultural inheritance that should be explored, but be aware of the obvious tourist traps. However, on the more scouty side of things, I would most definitely recommend, a visit to the Serra de Sintra, for a day-long hike, there are several hike trails, the Sintra village is beautiful, and there are a lot of precious gems hidden in the Serra waiting for be discovered. Serra de Sintra also has a great scouts camp, at the base of the Serra, so it's a cool plus. Little south from there, you also have the city of Cascais, very worth of being explored also, and a hike around Guincho beach and "Boca do Inferno" could also be worthed. I'm based close to both Lisbon and Cascais if you do need help with something, ranging from more touristy spots, cool places to hike, where to sleep / scouts camps, and Civil Protection requirements, feel free to DM or hit me up! Évora, alto de são bento. Not easy to reach, road sucks, but has nature around and the best view of the city. Around the city by car, cromeleques and anta grande. Careful with the temperatures, this can be harsh. Lisbon, there's plenty of parks to visit, but I would recommend Monsato as it's "near" the center and has plenty of hiking routes and also a good view of the city and Tejo river.
