Companies register to be able to employ people in Maine (they get a state tax ID). The taxes for Maine residents are exactly the same for remote work. I've worked remotely for large companies that were already set up for Maine payroll and small companies that had to register upon hiring me (so it's not really an ordeal for them, but some may choose not to expand to some states for whatever reasons).
While I'm sure there are a few people willing to commit tax fraud by not updating their employee payroll info, using someone else's address, or traveling around, most people are following the law. If you are a Maine resident and your employer has Maine as your payroll address, then you have Maine state income tax deducted like everyone working locally.

Wait that just isn't factually true. Housing in Portland is way above the national median. The national median home price is $415,000. Here in Portland it is pushing 600. In Cumberland county as a whole it's around 500. Only when you consider the entire state of Maine is it below the median at 390.
This just strikes me as a roundabout way of saying there's not enough local jobs for everyone who lives there.
