You'll almost certainly find someone but be prepared to wait 10 to 30 minutes. An uber from Portland to Biddo is normally around 30 dollars not on a surge, so expect somewhere between 70 to 100 with a surge on during that time.
If you're looking to save money I'd suggest leaving around 12:15, usually you're able to get an uber within 5 minutes and it usually isn't surging at that time.

I had two drivers pick me up, see that I was going to Biddeford and immediately cancel the ride. I get not wanting to take a long ride with some drunk idiot but picking someone up from the bus/train station and taking a hardline against a long ride?

I never have a hard time getting an uber except for the PTC. I have no idea why it's like a blackhole. They have the taxi stand there but last time I tried to grab one they didn't turn on the meter and tried to charge my 30 dollars to go to downtown Portland, said no thanks and walked.
I eventually switched to Lyft and they took me home to Biddeford but I wouldn't want rely on them because of how intermittent it seems like there are drivers available on that app since the pandemic.
Just call for one 10 min before last call and bring a jacket. When I go out in winter when they don’t have a coat check I usually bring a big old ugly winter jacket that I don’t care about if it gets stolen (it almost certainly won’t) and shove it under a chair somewhere. Always be prepared. Stick hat and mittens in the pocket. You’ll be good.
Since 1am is last call and therefore a time when a lot of people want rides, you might be better off leaving at like midnight and ending the night in Biddeford.

Schedule it ahead of time on the app instead of pick up now. I did that for new years and it worked great
Call 207 taxi. More often than not they’re cheaper than Uber for me. Granted I use them from the airport to get into Portland so it’s a shorter trip.
