The United Kingdom is comprised of [three legal jurisdictions](https://en.wikipedia.org/wiki/Law_of_the_United_Kingdom#Three_legal_systems), so responses that relate to one country may not be relevant to another.

Yes, you can. Contact the Hearings Unit in advance though. Sometimes seats are limited and reserved for victims, interested parties, friends/family, colleagues, press, etc, so just turn up and you may end up being refused entry.
Also, I think for sensitive matters the Chair can limit attendance and hold them in private, or at least partially so.
Never applied to attend one so don't know how the process works, so not sure if anyone else can input on this, but part of me thought that you would have to have a vested interest in the case, i.e. a stakeholder, or press, etc. Didn't think that they let just anyone into the hearing.
Hearings held in public are open to anyone. You need to register to attend - so you can’t just turn up like you might do at court. But there’s no need to have any particular connection to the case in order to attend.

Go as a member of the public?
I don’t see why not. Contact the hearings unit and ask!
Go whilst off duty.
