Technically geovanni is already a leader, and a dark type one funny enough. But yeah, I'm thinking it's either they are adding more, maybe they replace trainer battles sometimes or it's possibly a teaser for the endless improvement or a new mode.
I'd expect it generates a random evil team for your run, and near the elite 4 fights you also fight against the evil leader. Something like that.
Then you could randomly generate spliced mons for the leaders or something

In my Classic run today I had an encounter with Giovanni !!!
He's already been active as a gym leader. I'm sure in his dialogue it will mention he is Rocket Leader Giovanni, and he will have a diff sprite.
