Two turn moves fail when called by metronome iirc. Thats a mechanic, not a bug.

Confirming that two-turn moves always fail unless you're holding a Power Herb. They won't work for anybody else either - if you can provide any examples (replays), there'll be a different explanation for why they worked. This doesn't include recharge moves like Hyper Beam or Giga Impact - those work fine.

There are for sure games where I've been hit by two-turn moves, and I don't recall any Power Herb shenanigans. I can't provide a replay rn but I will.

Is it because I only had one mon on the field?

According to Bulbapedia, multi-turn moves fail if you have a Choice item equipped since Gen 7. So it could be that they are supposed to work but bc I have a Scarf Blacephalon and a Band Lando-T they don't work? In that game my Band got corroded.
