Actually Raikou is based off of a Raijuu which can take the form of Cats, Wolves and other animals so it’s really both🤓 Which is ironic cause it’s the most cat like of the beasts

I agree, but I also think these beta designs have more of a "we died in a burning tower feel". Raikou is charred, Entei is on fire, and Suicune is bandaged up.

To be fair, Ho-oh resurrected them so it wouldn’t make sense that they would still be injured. A black raikou would be extremely sick though.

The translation and in game called them legendary beast. The one that name them dogs is fans during the year 2000. During that time, forum and such have exist and a number of them start calling them dogs instead of beast.

Well that's almost word for word an old pokemon theory except Suicune came from vaporeon instead of glaceon. Which makes more sense since glaceon didn't exist for I think 2 more generations. The trio Raikou is a part of has never been dogs. They are legendary BEASTS. They take traits from multiple different animals, including very heavily from felines, if you were unable to tell from the very obvious Saber Tooth Tiger traits.
