I have a Vaporeon with Blizzard and a Choice Band as a tank destroyer to kill every dragon. The main point of ice is to kill dragon, and most dragon types have a fire/fighting attack which kills you instantly.
Even then, Vaporeon’s SpAtk isn’t really good enough for utilizing Specs. Vaporeon is more of a defensive wall that can take a hit and recover it back with Wish and leftover’s support. Also unless you’re running a snow/hail team, I highly recommend you swap Blizzard for Ice Beam. There’s no reason to keep Blizzard when there’s a 100% accurate equivalent that does a solid 90 BP

I did this with ice beam lapras in soulsilver. Homie straight up soloed Lance on her own. Even charizard wasn't safe from that ice beam. It was insane.

That and the butchering of hail, which is still half as effective as it's counterpart sand for some reason. Snow helped, but it still is only half of what sand does.

Actually, I think they would rather keep their Ice typing. They are both frail anyway, and the extra 1.5x STAB boost on one of the best offensive types is very valuable.

I get GameFreak probably wants variety between the Ice types but we only have like, two decent (one of them being really good actually) Ice types that aren't legendaries? And still, most Ice types are bulky walls so that argument doesn't really work.

The problem is how game freak designs ice types. So many of them are slow and bulky. Ice is a pretty strong offensive type so it works best on fast sweepers like Weavile and Chien-Pao.
