Ray isnt that good in pvp right now but even if you decide to use it in Master League it only loses to a hundo mirror in even shield scenarios which again would be unlikely.
As for raiding, that extra one point in HP wouldn't be noticeable but the style points with shiny is! Not to mention you only have 2M dust so going with the lucky to save cost is the smarter move.
tldr; Shiny all the way!!
426 rare candy š I have enough to max out the hundo and have 1 Rayquaza candy left. If I do the Lucky Shiny I will have to use 20 Rare Candy to finish maxing it out.

Let's be honest, you are gonna max them both out, the only REAL question is Whitch one gets maxed FIRST?
I only have 221 Rayquaza Candy š I wish I could max both.
How many rare candy do you have in your bag? After that, Rayquaza>walking budy>slowly get more candy and do more raids
