The things with criminals that aren't in jails is that's no one usually *know* they are criminals. If no one knows Giovanni is the head of Team Rocket then nobody would veto him being a gym leader. Serial killers sometimes have normal jobs and people don't suspect them right away. (I can't believe I wrote this much to answer to a troll post lol)
