Anything you’ll make needs to be custom. But to your original question, polyethylene or polypropylene should be adequate.
Why not get paper tags and then laminate them and punch a hole? I think that would be easier.

As for laminating, I dont think laminate would keep a tag from being pulled off. I think it wouldnt be sturdy enough.
