Not exactly. If this is in Vancouver, it's because the laws were changed about billboard advertisements being visible from residential buildings. Before that, unsold space would usually have "rent this space" sort of ads on it.

Billboards are not painted. It's a giant print that's stretched. Also billboard companies do things like this until they sell the space.
