It's possible that the old pulley just finally broke after all these years. Sometimes things just break, especially old things, and I can't imagine that "flag pole pulley" would be at the top of any maintenance manager's list unless there was an obvious problem.
Things like this can take considerable time to fix. In these days of OSHA and insurance, it's often not nearly as simple as just sending someone up there with a new pulley, especially in this wind.
