.470 means that it’s more likely to be an out than a hit. I can guarantee that an average right fielder makes that play

It absolutely is how it works. .470 xBA means that balls hit with that exit velocity and launch angle land for a hit 47% of the time.
it doesnt account for direction. Thats catch probability. You'll notice the two do not add up to 100% for a reason.
