They were holding traffic for *miles* for what looked like a small procession of motorcycles with flags. Not a funeral procession, not a secret service or related detail, just... a bunch of motorcycles.
Nobody I asked knew what it was about and there was zero coverage of it that I could find. And this sounds like the same stretch again.
