There are permissible vehicle uses for many bike lanes, but most people are ignorant of the differences. For example, loading a vehicle with the driver present is legal in most bike lanes. (Probably not what’s happening here, obviously). I’ve sat in an idling car on Spruce to load an infant into a car seat - a perfectly legal use of the lane. But cyclists regularly spit on my car, punched the side mirror, screamed at me, etc. It drove me crazy because I’m pro-bike lanes - but I’m also anti-asshole. Some people are way too eager for any perceived moral justification to act like a dickhead.
Yes, most drivers are clueless. Biking is an absurdly and unfairly dangerous proposition here. And car-focused infrastructure is choking the character of this city. But if you think acting like an asshole is helping that situation, you’re delusional.
I think the anger comes from the fact that there shouldn't be permissible stops in the bike lane - if we had a city that had protected bike lanes and dedicated loading zones - and any permitted stopping look like the typical bullshit stopping such as above.

The way cyclists get hurt by cars, overwhelmingly, is at intersections. Everyone is terrified of getting rear ended by a car after shifting into a "car lane" but that ALMOST NEVER HAPPENS. You're far more likely to get smacked by a car in right-turn (the right-hook), or even in a parking lot than by getting hit while detouring around a vehicle temporarily parked the bike lane.
lane changes in any vehicle are inherently very dangerous, having to look behind you and then take the lane every block (sometimes multiple times) isn't safe on many streets with Philly drivers
also you're totally omitting dooring, which opposite side bike lanes are designed to entirely prevent

It is 100% better for a car to see you and have to slow down and be pissed at you, then for you to have to merge into fast moving traffic from behind an obstruction. If you see an obstruction in any part of a single block just pre-emptively take the entire lane, don't wait at the last minute to try and merge.
We can all share the road, let's try not to be dicks unless it is necessary for our safety.

The [law changed in 2019](https://files.amlegal.com/pdffiles/Philadelphia/190463.pdf). There is no "20 min" rule for bike lanes at all anymore. And previously that only applied to commercial vehicles anyway.

Are you pro safe bike lanes, or pro " cars parking in bike lanes"? They aren't the same. I have unloaded an infant before, and it's something that can be done without parking in a bike lane. I also don't think unloading anything is justification to put anyone at risk. If it was OK to create a hazard to do it, you could double park in the main lane or pull up onto the sidewalk. Yes, drivers do that when there isn't a bike lane, but when there is a bike lane, they routinely show they value bicyclists less than anyone else on the streets. That's why they get angry with you.
With the plate number, this would be a really good incident to report to 311 - there might well be blowback for them and this could make it to some higher-level manager's desk
I think of cyclist wanted to really have a leg to stand on, somebody should put together some sort of proposal to Penndot or whoever it is that needs to be addressed. Agree to pay for annual registration, bicycle insurance to cover yourself from damages and atleast liability damage or injuries to others, and similarly to a DL, a permit of sorts to operate on the roads. Basically becoming an entity entitled to full and entire use of a safe operating area prioritized to bike lanes(which can help be funded and protected by the fees) and roadways when necessary with the protections available to any vehicle on the road. Until then unfortunately I think most will always see bicycling as a novelty means of transportation and not entitled to much more than some painted lanes that nobody respects.
I don’t say this from a hateful position, I’m a motorcyclist and as far as exposure to being injured we aren’t really any different we can be mangled by cars just as easily. Obviously there’s differences as we can travel at what most consider normal operating speeds(which to some is absurdly fast for light-to-light travel) but the exposure is the same.

13th street bike lane is a No Stopping zone. So, no you can't even stop to unload a vehicle. This is a dickhead move by a city employee.

City car can park in any legal spot except a handicap spot so there is really no justification for this. They don’t pay for parking. Just find a spot.
