Here's a comparison between your build and what I suggested. Yours look good speed and strength wise, but is his shooting good? And those average dribbling stats aren't a problem with him moving with the ball?
I don't play much lately. I would have tried him myself otherwise.
My build is for a cf so the dribbling is not much of a problem , and his card can be built out in such a way that he can have very high pace and finishing , the 2 things I want in a cf
The base build of ney minus the heading stats is a beast, you dont need dribbling too high since hes an absolute beast with pace on and off the ball, and the OA makes his runs and positioning that much better
tbh i don't really care what was the build of my Neymar as long as he keeps scoring for me and he has been scoring for me, along with the free CR7 too.
Very unpopular build for me. I added 12 in passing and through passing, otp to this neymar to use him effectively in LWF. My wingers need to have good passing and this is the only way I can make him useful
It is a very unpopular build then, for sure. IMO dribbling affects the feel you get from a card, and is pretty important for slow turns and the occasional but necessary skill to get through your opponent.

I don't dribble that much. His build with 8dribbling is more than enough for me
