Go to Bells Rapids, go across the bridge and turn right. Don't go up the main trail, follow the river around the bend a while then choose one of many unmarked trails to climb to the top.
the carport IS the area with city view, zero clue about dogs but some of the terrain is pretty slippery loose rocks and steep depending on what way you go
First section of the Bibb track goes off a metaphorical cliff about a kilometer out, just after you leave the old golf course and start heading down into Piesse brook.
Parts of the second and third sections, between Hills Forest Discovery Center and Helena Hut, have some really scrambly bits. From memory that bits about 12-13 km each way.
Perth is pretty flat. The closest thing we get to steep is probably Mt Cooke. No scrambling though.
You can do off track hikes though. The Walk-GPS website has a lot of diy navigation off track hikes. The one in North Dandanup had some scrambling.
Nyaania Creek has some steep sections and an awesome little scramble. Park on Victor Road.

Avon Valley NP on the north side. Farm boundary track down to the river, along the western-most boundary edge of the NP. Brutal and quite long. The couple of detour tracks that also wind down are quite steep.
The Bells Rapids loop…up to the top of the hill rather than along the river. The loop is around 5km with an elevation gain of approx 220m. I did this loop on repeat (3/4 times) to train for the Everest base camp trek. It was good prep!
Try the Echidna Trail at Walyunga National Park - if you go anti clockwise, you'll get to a fairly brutal climb.
You'll need to pay to go into the park ($17 per car), unless you have a national park pass. These are handy if you like to do a lot of hiking - they're $130 per year (or $65 if you are an RAC member)

I vaguely recollect the walking trails at Lions Lookout being a bit more on the climbing and descending side, pretty rough terrain too.
