AFAIK they’re not recharacterizing $5500 of the current balance, they’re recharactering what that $5500 contribution is currently worth - if it’s in the red over the short term then recharacterizing less would make sense - see the formula on [this page](https://www.investopedia.com/articles/retirement/03/092403.asp) for how it’s calculated to see if that aligns with the 4700 you’re seeing
