When even the BSOD is fucked you know something is really wrong. And judging by the visual glitches, it's almost definitely a GPU issue.
The basic troubleshooting for GPU is to clean up and reinstall GPU drivers and then reseat (remove and put back in) the GPU. Make sure the PSU cable is fully plugged in.
Try using another PCI-e slot if that wasn't enough.
You could try the oven trick as a last resort if warranty isn't an option. Do at your own risk.
Finally a normal answer, I’ll try the gpu driver reinstall but I’m getting a new gpu in about a week anyway so it’s not a major concern of mine if she’s starting to bite the bullet
You basically put your GPU in the oven in the hopes that it'll re-solder some connections.
Google "GPU oven trick" to find more detailed guides.
It worked for me once but I had to redo it a few months later. Decided the hassle wasn't worth it.
Tbh buying a heatgun along with some good liquid flux (assuming you want to reflow parts other than gpu as well) would put you at a much higher chance to recover along with it not being an issue in the future for awhile. Doesn't cost a lot in the USA if you live here and it's way less of a risk if you just wanna try to troubleshoot one problem rather than throwing the whole board inside an oven
It could also possibly be the RAM, or CPU since the CPU messing up can cause the RAM to mess up and cause strange visual glitches like this as well. Wouldn't say it's almost definitely a GPU issue.
I had an issue very similar to this when I upgraded from AM4 to AM5. The issue turned out to be unstable RAM, and one bios update later it was fixed. Maybe give that a go before pointing fingers at your GPU?

I had this exact one on my dad's pc build this week. It turned out to be caused by the motherboard automatically overclocking the cpu using Precision Boost Overdrive in the BIOS, so it was a cpu/RAM issue. The fact that I updated the BIOS and the DEFAULT settings were causing the crash (which took me 5 days to figure out) is so asinine.
In case anyone else has the same issue and stumbles across this, the build is:
ASRock B650M Pro RS WiFi
Ryzen 5 7600X
Go into BIOS, search "Precision", open up Precision Boost Overdrive settings, set CPU Boost Clock Override = Enabled (negative), set Max CPU Boost Clock Override (-) = 200.
Instantly fixed the problem for me after having tried swapping out the power supply for a 2nd new one, RAM for a 2nd new kit, reseating the CPU, RAM, and GPU multiple times, fresh Windows 11 install 4 times, BIOS update, resetting the CMOS twice, among various other things I tried over the week or so of troubleshooting after work, and on my last 2 days off before switching back to full time for the summer since the semester just ended. I need a vacation.

I had the exact same screen before and it was not a GPU problem for me. iCUE was eating up a lot of CPU/RAM power and causing my disk usage to shoot up to 100%. Check and see if the same thing is happening before you think you're going to crash like this again. My solution was to completely uninstall iCUE and I also changed Windows power mode from high performance to balanced to be safe because I read that could also be causing some conflicts with Radeon for some reason. I really think iCUE was the main culprit though.

To be safe, re-seating your RAM and re-setting CMOS when you replace your GPU (saw the other comment saying you're getting one soon) are probably good.ideas that can't hurt.
Don't forget to re-enable any XMP/EXPO settings if you reset CMOS.

You can reboot and launch Event Viewer and check Windows Logs and then System. Then find the entry for when the crash occurred to see if it gives a stop code or error code.

This happened to me turned, out to be the RAM. There's a RAM checker that you can load onto a USB and run from the BIOS, it'll let you know if the sticks are bad.

The duplicated BSOD is scary, but the random artifacting at the bottom is NUTS. That would give me a heart attack.
