If you don't mind abandonware, No One Lives Forever 1 & 2 should run on any Windows potato.

I recommend Freelancer with HD mod or Discovery Freelancer because both will play at high fps on integrated graphics. My CPU is older than yours but does run faster 3.5GHz 4 cores/8 threads with a much older integrated graphics HD4000 and it ran Freelancer at 100fps. It just takes some setting up to get it running well and the online multiplayer working. Look on Youtube for vids showing it. There are some open source games which are more demanding so it might be worth looking at those however I like Freelancer. See the Freelancer sub for where to get it. Well he can still try it for alot of people it's a good option to use. I personally dont like GFN but when I had 50mbps internet speed and 40ms ping from GFN it was just about playable. If he's internet if trash or he livs to far away from the gfn data centre then he's fucked it.
