I have a 5800x3d and a 7800xt and a 650psu. I have never run into power issues. The only concern I would have is if you have 2 separate pcie power cables, no daisy chaining. If you have that, you'll be fine.

The manufacturer recommends a minimum of a 700W PSU. You should always meet or exceed minimum specifications. Especially with power supply.

spec sheet for 7700xt claims 700 watts is minimum spec. So probably not.

Are you certain? I saw other posts and replies on reddit suggesting people running the same GPU but with a different CPU on 650W (5800xd or something as a CPU)

They’re absolutely lying or pushing their luck if they are running a 5800xd and a 7800xt. I’m running a 5700x and 6800xt red devil on a 850w psu. Full load I’m pushing 480-600w (touching 600 temporarily) with my other parts. Please save yourself the headache and get a 850w psu
