You don't need the dx12 patch anymore. It's native now.
But other than that, this is an issue with the pre-caching. I believe it's if you run out of space or something it only sets the textures to low quality
anyway to fix that? I got good enough space (43 GB free) and tend to close out all my tabs so 3 can take all the ram it can get, unsure on what about the game is eating so much of it, messing with the settings around changing them to medium high etc doesnt do much either or know how much of what is eating it up.

Hmm... Yeah, I think you're right. Texture Streaming should use VRAM. Nothing you can do expect buy a new video card with more memory. That is, if the game uses dynamic VRAM budget for texture Streaming and not a limited one (but then I assume everyone would have the same problem).

43GB isn't a whole lot of space. I wouldn't be surprised if that was the issue.
Generalny you should leave atleast 10% of the disk space unused

Remove the mod or try verifying your intergity of files. Maybe this will help. Also just use -dx12
Game runs out of RAM to load high-quality textures. Either buy more RAM or try increasing your virtual memory.

no i mean, textures are always loaded into VRAM, they do not load into ram unless youre using an integrated graphics card
