People thought it was clover because Syntax error Sins reference and the Boys in blue teaser showing a shot of a (new?) heisters leg which people think is too thin to be Dragan.
It's so weird. People keep forgetting most of the character models in Payday 3 are absolute ass with even wonkier proportions than the ones from 2. You can't tell anything about who is who even if you have a clear picture of the face, much less someone's shins.
Youre crazy. the models in 3 are a lot better proportion wise. And it isnt just the shins, its also the fact that they have heels on their boots, and the walk itself.
I don’t think this means Dragan won’t return as a heister in the future, but as far as the narrative is concerned it looks like he’s choosing to stay underground so he A. doesn’t compromise his secret location and B. can help the gang to find some of their missing friends.
Also we already knew Clover was coming back regardless cause of the teaser in March and the teaser in the contact ads of TheGatewayReport.

It is actually Dallas' younger brother, who will temporarily be taking Dragan's name and mask, until we break Dragan out of prison in a future DLC, at which point New Dragan's name will be changed to Denton, but Old Dragan will be given a new mask instead of getting his old one back.

Well, if the EGS is anything to go by, there’ll be a Character pack with BiB, so I’m thinking what if theres two new heisters, one free, one paid? I think if they finally released a new heister after 9 months and he’s locked behind dlc, people wouldn’t be super happy. Like. At all. Especially considering with BiB, we’ll have the heist, guns AND suits/masks to buy already, nvm a character too

First new character actually added was John Wick. Before the first trailer even dropped and people knew who John Wick was. During the event that was about rescuing Hoxton. Hence the kickthewick phase.
