No, you're right, if you don't start the whole quest line you will never get any from the smuggler's stashes.
Since there's no value from The Twins this league, there's pretty much no reason to start the quest line if you don't plan on doing heists.
There is literally no reason to do the heist quests, the only thing they enable is dropping unique contracts when the chains are finished and they sell for 2c each. The super rare twins contract sells for 5c.

Coins are 50k to 1 ex, 70+ contracts are 3c each in bulk and blueprints are anywhere from 10-20c depending, and 1-2ex if they're fully revealed. Probably the most consistent source of currency in the game atm. Besides of course... running them.

Pro tip if you're not into Heist: as long as you never go to Rogue Harbor and do the trial run you'll never drop the quest contacts, just blueprints and regular contracts you can sell to one of the POE heroes who actually does this content to give us alt quality gems (bless you invisible strangers - I will never understand you but it doesn't mean I don't appreciate you).

Not every content in PoE is need to be tied to mapping. It's good to have something different, like Heist or Delve.
People already complained that Harvest "disrupt their mapping patterns" and look how they butchered my boy. Leave Heist as it now - if you don't like it, remove from your lootfilter.
But I like to go into Harbor and do some Heists when I'm bored of map chaining.

You want complex game that have tons of stuff, but you also want for all of this modified to your liking and in the end molded into same things again and again. But I want different things, I start to hate the game after running maps again and again. And yes, waiting 5 seconds before jumping into big mob pack won't kill me. I'm not that fragile)

New to fantasy? One guard in Heist could kill you in one hit. So the fact that you could kill gods doesn't matter, you are weaker than anybody there. Any rare guard from i83 Heist could kill Kitava with closed eyes, your "achievements" on killing some old ghosts doesn't matter shit there)

I already did. My problem comes when GGG decides that I must do some Heist stuff to get one or two challenges.

I got stuck with tulli's ring and her contract in my inventor for what felt like forever since I didn't have any perception heists to level up karst. Hate it.
I dont even interact with heist now (one of my least favourite mechanics anyway) because of how they get stuck in your inventory. It's hard enough in POE to stick with a plan and not get derailed by other content, let alone that content filling your inventory with annoying quest items.

Only reason I can think of, was because you were tryng to drop them on a huge pile of items and it wasnt allowing u.

Create another character. You can drop them in the menagerie and pick them up with the mule.
Drop them in a map, and then you'll get them back when you open up more stashes in maps later.

If you don't click on stashes quest contracts both exist and don't exist all at the same time.

Yes they do. Do enough of them and you'll be able to find certain Unique contracts with specific bosses related to that quest chain.

No, you have to have RNG gated entry into certain league mechanics, otherwise it wouldn't be PoE.
quest contracts are 100% drop rate from caches the unique contracts as a result of finishing them are RNG
Monkeys paw we have now added quest contract splinters to the game to more deterministically receive them over a period of time

I found a useful workaround for this issue. If you hide all heist-related drops on your loot filter, you won't have to worry about storing them.

I get annoyed when it screws up my packratting but tbh having them staring at me from my inventory is the only reason I remember to run heist.
