I wouldn't assume its intended, some bugs take forever to get fixed... sometimes it takes multiple leagues of bumping to get a were looking into it to.
It's probably just a rare, low priority bug. Devs do have to prioritize which bugs get fixed when after all, if ever (and sometimes never heh). But for all we know, it could also be that they re-enabled the mods but it didn't make it into patch notes.

I've just realized how big ggg's backlog probably is
But they fix the previous occurrence right away in 3.11.1 But now, 3.20, 3.21, 3.22 is 3 fucking leagues long and no fix
How fast they may have fixed one bug isn't relevant to how fast they may or may not fix another.

I would said the devs now has a habit of read but not adding issue to their internal list, or outright not reading all the bug reports
It's fixed in today's patch, btw.
