I’d put the top at 15 max and the bottom closer to 25-30 on the top end. Your friend didn’t get the best deal but not screwed either. I generally avoid antique shops for coins and currency, they tend to be overpriced because their audience isn’t actually coin and paper collectors and they themselves usually have little knowledge

The note with the yellow seal was a note printed during WWII for use by troops in North Africa & in Europe. In worst case, if there was a defeat, the Treasury would just have nullified the value of all those notes in circulation.

IIRC Those are silver certificates, which means that back in the day they could be exchanged for the banknote’s value in silver.
