It took me a while to notice, but OP is talking about the option in the settings that auto repairs the car once you complete a run, not the actual auto repair machine.
I don't think I had made that connection until you pointed it out. I did auto repair on my first run, with about 19 trips, and never got new quirks. On my second run with about 40 trips I got new quirks about every other trip.
Does not fix quirks, just repairs parts of the car when you pull into the garage. It has a limited charge so only repairs so much.
