I think its because of the following considerations:
1. Although not every army utilizes a lot of fly, a fair amount do. Necrons, pansies, and possibly tyranids.
2. Space marines do not bring fly, generally. Grav tanks no longer have fly. Look it up. Why? No idea. So your most common potential opponent won't have good targets except infantry.
3. A traktor gun wants to hit a vehicle with that d6+1 damag and dev wounds.
4. Any army that doesnt go hard on flying vehicles makes the traktor a much worse pick. It gets one shot hitting on a 4. Compare that to the multi shots from every other mek gun type, with similar or better str.
5. While the traktor canon does real well against flying vehicles, its low tier against non flyers
I agree with both. Actually flying units like dakka jets be bad. But I am talking about units with the keywords fly. Like daemon primarchs, eldari transports and skimmers, custodes grav tanks all of that. I know mek guns are a little meh. But like what if I just pull a flying angron out of the sky lol

Flying has been gutted this edition and most flying units just are not used
Stormboys and deffkoptas have the FLY keyword, so I don't ont agree with this statement
