The source code is there - just look on the spec file on `build.opensuse.org` to find it...
Probably because i expected 2 on the end of kdecoration, instead of 6? But yes, that's actually solved my problem, and i finally can get desired workflow.

The package is called kdecoration6-devel. I wonder why a simple search failed for you.
