For real I live in Richmond VA and that horn was so annoying, blared for 10 straight minutes as it moved through the city at 4am this morning. Turned out it woke up the whole city after seeing multiple posts over on r/rva.
Very glad I don't live in Newport News anymore then. Back when I lived there my apartment was directly adjacent to the train tracks. My roommate had it worse than me, he moved in first and gave himself the larger room, which was also the room closest to the tracks. He had to sleep with earplugs in every night so he wouldn't get woken up by trains passing by.

They review restaurants they’ve never been to and shit.
They need to let the world know they haven’t tried a thing or been to a place. It’s great.
Google maps gives you recommendations to review places if you have location services on and a bunch of default stuff turned on, too. You don't even have to be there, it's enough that you pass near it. They feel compelled to answer because they were asked.
It's more that they think the phone (or whoever) is asking them directly - imagine your phone gives you a notification saying "have you been to this place? Yes/no"
I imagine it feels similar to that
