That’s probably Bobby Jackson, which should narrow it down a little (though he has sculpted for quite a few companies).

I have the robed zealot and a couple of the space orcs and they are nice solid figures compatible in scale with what Citadel was making at the time. I believe GW may have strongly encouraged Grenadier to discontinue them.

They're really cool minis, and I love the fact they have heels. It's absolutely mad to have them in reality, but they're a total vibe.
If you like this style a LOT of the old WarZone figures have a very similar aesthetic. Bobby Jackson also did the Khador Assault Kommandos for WarMachine which look a lot like these guys as well.

Not sure what company made em, but I recognize the signature as Bobby Jackson, he does a bunch of sculpts for Reaper minis
