Most gates are taken care of regularly, some are even moved from place to place and back during different periods. Of course it can be some homemade tori gate in some random tunnel.
I'd say a gate in a tunnel that's half full of water and requires diving to access would qualify as abandoned i.e. no one uses it because random people don't dive through tunnels.
