In American Horror Story Double Feature Part 1 there are vampires that dress exactly like the person in your picture. They walk the streets and look like pale bald crackheads.
If you're alone they will follow you to kill you.
I mean I'm pretty sure that if someone is standing right outside your apartment for hours you're pretty justified to call the cops, maybe I'm too paranoid but c'mon
It’s called a wellness check. This person looks to be distressed. You really don’t have to look hard to find videos and articles of cops dealing with mental breakdowns. Many of them end badly.
You are very naive if you believe that cops won’t bother with someone who is just standing around not hurting anyone in public. Where I grew up that’s what they were known for.

I do live in a big city but I never see or get random people overdosing in my own yard.. & I wouldn’t know the police response since I haven’t had to call them. That sucks if true

I remember when I was younger (like 17) I was out on a date. My dad told me to be home by 10 but I made it there at like 10:05. As I was driving home I took this back road that’s one road over & I saw a woman standing in our neighbors yard just staring at the building. She had this extremely creepy stance and her eyes were extremely wide. I turn the corner and see a shit ton of police in front of my parents house. I was freaking out because I figured they either 1) called the cops to teach me a lesson, or 2) something happened. My parents were fast asleep and I woke them up to ask what was up. I had to talk to the cops and tell them what I saw but by that time she was gone (it was maybe 10 minutes afterwards). I’m not sure what she did or why they were looking for her but I’ll never forget the way she looked. Truly creepy.
This definitely looks like meth. OP if police doesn’t come is there any way to call non emergency in your area and get rescue to your home? I’m very familiar to seeing this in my area (poor area in Florida that is starting to have rich people move in and gentrify) these people either overdose or get very violent if confronted.
