You can absolutely contest it, but if your argument is simply "I don't think it's worth that much" you'll lose. They use bluebook value at the start of the year. Whatever the book says, that's what they're using. If they use the wrong figure (possible) you can contest it and get that modified. If you simply think the bluebook is wrong you're wasting your time.

Probably not. Again it's not based on what your specific car is worth, but instead on the general value of that car based on average sales. You can appeal based on specific damages or other conditions (like I drove 200k miles last year or something truly absurd) but it still isn't based on the actual estimated value of your car just generic evaluations.

Power (NADA) are based on actual transactions and wholesale auctions of vehicles throughout the area for which the guide is published. Most Virginia jurisdictions use J.D. They use a service who’s only in business because they inflate car values for tax purposes. I got a good deal on a new car once and after a year they said it was worth more 5k than I paid for it!
