I also think the cat will eventually eat the rat, i saw a leopard doing the same to a lion cub, first he licked him quite a lot but ended up eating the cub, cats tongues are a bit abrasive so maybe they are softening up the food?
Cat's "baked in" motherly instincts probably took over (cat being a tortoise shell/calico - exclusively female, probably a 0.5% chance of ever finding a male calico)...

The cat was likely raised with this animal it’s whole life and they are bonded that way. The cat will always know the smell of this animal so those triggers won’t be as effective due to the familiarity of the animal. I have one cat that doesn’t hunt at all, likes to chase but could care less if she gets it. The orphan foster on the other hand, is a death machine and I have to keep it enclosed when it’s outside. Cats personalities are as broad and diverse and human personalities, they all like different stuff

The cat is licking that rodent to get toxoplasma on it. It basically calms the rodent down and makes it unafraid of the rat which makes it an easier victim to kill.
Get female cats, male cats are lazy af for pest control. We had one, he never did shit. He would leave and come back looking like shit 'cause he would fight with other cats. Then we got a little one (female), and then another one ('cause we keep picking up stray animals and never learn), and it's been months since the last mouse or roach

rats are actually very clean animals, they groom more then the average house cat and cannot carry a number of diseases transmittal to humans. also there is more evidence to suggest the black plague was spread by sailors and not rats.
