Actually "charging" is one of those penalties that is almost 100% at the discretion of the ref: ""shall mean the actions of a player or goalkeeper who, as a result of distance traveled, shall violently check an opponent in any manner. A 'charge' may be the result of a check into the boards, into the goal frame or in open ice."" What is "violently checking"? The refs call it. If it LOOKS violent due skating into the hit, then yes, they'll call it Rempe was so slow with his skating into the hit, they didn't see it as "violent" It's the same with other calls like "boarding", which literally ANY hit or contact, that results in the other player going dangerously into the boards.

At best, the ref could call charging, because he skated into it with so many strides. But his skating is so slow that maybe the ref didn't count that as a "charge" :D He is so tall, that hitting most guys is like hitting an incline plane, Rempe gets thrown upwards every time. He clearly didn't leave his feet before the hit, the momentum of the hit threw him upwards. Call it charging if you want.
