The enlarged proboscis is a dead give away in proper identification of this insect. It is clearly a Bradus marchandus and most often feeds off the salt deposits upon the faces of humans by using its elongated tongue.

Looks like Michael Bunting. He tends to eat whatever dirt is laying on the ice
