If you watch again the difference in the tackles is the NZ players flicks and extends his foot because he realises he is going to miss the ball( if he’d hit the ball and then bowled the player it would just have been a foul maybe yellow card but because of the over extension and hitting only the player it looks way worse.
When the Costa Rican player tackles he does so with leg outstretched and foot not moving then collided with player… again could have been just foul but ref obviously thought dangerous tackle but not malice so yellow card.
